Guinea pig taming problem!?!?

I got a new guinea pig last year and ive had him for a year now. I got it to keep my other guinea pig entertained because he was on his own and there ment to be in groups. Every time i go up to my new piggie he runs away and never shows himself. He is scared of anybody and wont eat if you are there!? As i said before i have had him for a year. Is it normal for a guinea pig to be scared of you even after a year?!? He has a good life and gets 9 hours outside on the grass evryday. I handle him often even though he is silly and doesn't even move when you stroke him and he also vibrates an shakes and purs when you stroke him. He won't eat when he is on your lap and i'm starting to wonder why i got him. I must be doing somthing wrong, what is it?! How do i tame him?
